Bài viết đánh giá một cách tổng thể nhất về bức tranh kinh tế vĩ mô của thế giới và Việt Nam năm 2017 và dự báo triển vọng năm 2018, từ đó đưa ra một số hàm ý về giải pháp chính sách cho Việt Nam. Kinh tế thế giới năm 2017 được đánh giá là có khởi sắc và chuyển biến tích cực nhất từ năm 2011 đến nay nhờ có sự tăng trưởng vững của các nền kinh tế chủ chốt, thương mại toàn cầu đạt kết quả khả quan và điều kiện tài chính toàn cầu thuận lợi. Tuy nhiên, do đầu tư toàn cầu phục hồi chậm và chưa chắc chắn, đồng thời tồn tại nhiều yếu tố khó lường về chính sách của chính quyền Mỹ, tiến trình Anh rời Liên minh Châu Âu (EU) diễn biến khó dự đoán, cùng các rủi ro địa chính trị như căng thẳng ngày càng gia tăng đến từ bán đảo Triều Tiên nên năm 2018 sẽ tiếp tục chứng kiến những diễn biến khó lường của kinh tế toàn cầu. Trước tình hình đó, cùng với những khó khăn nội tại trong nước đòi hỏi Việt Nam cần tiếp tục có những giải pháp ứng phó linh hoạt, quyết tâm cao và hành động quyết liệt để có thể thực hiện được các mục tiêu về tăng trưởng và lạm phát như đã đề ra. Ngoài ra, Việt Nam cần tiếp tục đẩy mạnh các hoạt động thuận lợi hóa thương mại, cải thiện mạnh mẽ môi trường đầu tư kinh doanh, tận dụng cơ hội mới để thu hút vốn đầu tư nước ngoài cho xây dựng cơ sở hạ tầng, tiếp tục đổi mới sáng tạo, nâng cao năng lực cạnh tranh để đưa nền kinh tế nước ta vững bước trên con đường phát triển nhanh và bền vững.

This paper assesses the comprehensive macroeconomic picture of the world and Vietnam in 2017 and forecasts the outlook for 2018, and then makes some policy implications for Vietnam. The world economy in 2017 is considered to be the most prosperous since 2011, thanks to the steady growth of key economies, bounced global trade, and favorable global financial conditions. However, as slow and uncertain global investment growth as well as many unpredictable factors in the US government’s policy and Brexit, and political risks f-rom tensions on the Korean Peninsula, 2018 will continue to witness unpredictable developments in the global economy. Faced with that situation, together with internal difficulties in the country, Vietnam should have flexible solutions, high determination and act in a drastic way in order to achieve the objectives on economic growth and inflation as outlined. In addition, Vietnam should continue to promote trade facilitation activities, improvement of the business investment environment, take advantage of new opportunities to attract foreign investment capital for infrastructure construction, keep on innovating, and enhance competitiveness to bring our economy onto the path of rapid and sustainable development.
