Nuôi trồng thủy sản tại đầm phá Tam Giang - Cầu Hai đã và đang trở thành sinh kế chính cho người dân nơi đây. Tuy nhiên, hoạt động tiêu thụ sản phẩm thủy sản vẫn đang bị kiểm soát và chi phối bởi tác nhân trung gian trong chuỗi giá trị. Nghiên cứu này nhằm mục đích khám phá và phân tích vai trò của người thu gom và những yếu tố cấu thành tác nhân quản trị trong chuỗi giá trị nuôi trồng thủy sản. Nghiên cứu được thực hiện dựa trên 55 phỏng vấn bán cấu trúc và thu thập các thông tin thứ cấp liên quan. Kết quả nghiên cứu cho thấy, sự kiểm soát của người thu gom được thể hiện trong dòng chảy sản phẩm thủy sản, khi tất cả sản phẩm phải qua người thu gom trước khi phân phối qua các kênh tiêu thụ khác nhau. Mỗi người thu gom đều xây dựng một ranh giới và phạm vi hoạt động cụ thể, khi mỗi người có một nhóm người nuôi trồng chuyên cung ứng thủy sản và một nhóm người bán buôn, bán lẻ sẵn sàng thu mua. Với chiến lược thu mua toàn bộ sản phẩm, hỗ trợ tài chính cho người nuôi trồng và người bán buôn, bán lẻ, xây dựng mối quan hệ dựa trên sự tin tưởng và ràng buộc đã giúp người thu gom trở thành tác nhân quản trị chuỗi.

Aquaculture in Tam Giang - Cau Hai lagoon has been becoming the main livelihood for local people. However, consumption activity of aquatic products is still controlled and dominated by intermediary actors in the value chain. This study aims to explore the role of collectors and constitutive elements of governance actors in aquaculture value chain. Based on 55 semi-structured interviews and relevant secondary information, the study showed that the controlling of collectors is indicated in aquatic products flow when all products have to cross collectors before distributing to various marketing channels. Each collector establishes a specific boundary and scope of activity, where each collector has one provider group and one buyer group, those are always willing to sell and buy aquatic products respectively. Buying all aquatic products, supporting capital for producers and wholesalers, retailers, making trust and binding-based relationships are the strategies of collectors to become a value chain governance actor
