The report presents the summary and evaluation of scientific results achieved in the past of the cooperative relation betweem Viet Nam with the former Soviet Union and Russia today. The report also mentioned the objective difficulties and opportunities to maintain and develop the traditional relation to the new strategic level. For the Viet Nam and Russia achievied and impremented in the practice, the report also suggested some ideas on adjusting the policies and mechanisms accommodating for the marine research in general and the marine international cooperation in particular.
