Persons with disabilities (PWDs) are among the most vulnerable groups in the world, comprise 16% of the population (about 1.3 million people). Human rights, including the rights of persons with disabilities, have been recognized and affirmed by the United Nations in political and legal documents since its inception, but for decades the rights of persons with disabilities have been violated everywhere in the world. The article focuses on the conceptual analysis of disability and persons with disabilities, the study of the legal rights of persons with disabilities, research methods, the results of the discussion, and concludes with a number of proposals to promote the protection of the rights of persons with disabilities and encourage respect for their dignity.
