Người khuyết tật (NKT) là một trong số nhóm dễ bị tổn thương có tỷ lệ lớn nhất thế giới, 16% dân số (khoảng 1.3 tỷ người. Các quyền con người (QCN) nói chung, trong đó có quyền của NKT đã được Liên hợp quốc thừa nhận và khẳng định trong các văn kiện chính trị, pháp lý ngay từ những năm đầu thành lập, nhưng suốt mấy chục năm qua quyền của NKT vẫn bị vi phạm ở khắp mọi nơi trên thế giới. Bài viết tập trung vào phân tích khái niệm khuyết tật và NKT; nghiên cứu cơ sở lý luận - pháp lý quyền của NKT; phương pháp nghiên cứu; kết quả thảo luận; kết luận và đưa ra một số đề xuất nhằm thúc đẩy việc bảo đảm quyền của NKT và khích lệ sự tôn trọng phẩm giá cho NKT.

Persons with disabilities (PWDs) are among the most vulnerable groups in the world, comprise 16% of the population (about 1.3 million people). Human rights, including the rights of persons with disabilities, have been recognized and affirmed by the United Nations in political and legal documents since its inception, but for decades the rights of persons with disabilities have been violated everywhere in the world. The article focuses on the conceptual analysis of disability and persons with disabilities, the study of the legal rights of persons with disabilities, research methods, the results of the discussion, and concludes with a number of proposals to promote the protection of the rights of persons with disabilities and encourage respect for their dignity.
