Due to the characteristics of the areas where landslides occur, they are often remote areas with difficult natural and social conditions. Therefore, it is difficult to attract investors to public participation. For the socialization of landslide prevention to be feasible, a number of policies are needed to attract investors. In which, the use of state capital to participate in a part of investment projects on public participation of landslide prevention and control plays an important role. However, how this capital is involved to facilitate investment projects and attract investors has not been clarified.
