Given the fact that patients normally choose health centers/hospitals with good reputation and easy to access whenever needed, there exist a common situation that they sldp the pre-assigned health center/hospital and go directly to the higher level ones which is called hospital bypassing. Building on that, this study aims at finding out the rate of bypassing patients who has health insurance and to deepen understanding of its current status. The authors carried out cross-sectional study on 12,407 outpatients using health insurance who visited the examination department of the National ENT hospital in the year 2011 and found that almost three quarter was bypass. This rate is higher in fall and winter seasons compared with spring and summer. Bypassing rate in under 6 years old patients is highest (79.6 percent). Bypassing's major affections are nasal (74.7 percent). The majority of bypassing contract mild disease, can be treated at lower levels. Research results show the importance of having a comprehensive intervention program for education and advocacy to limit the bypassing rate.
