Bac Kan is a highland mountainous province, far from Hanoi capital 166 km towards North: its natural area is 485,941 hectares, of which agricultural land accounts for only 7.54 percent, forest land accounts highly for 77.24 percent. unused land accounts for 10.65 percent. Bac Kan has complex terrain, divided by high mountains. Bac Kan has one town, 7 districts, 112 communes, 4 wards and 6 district capitals. Its population in 2011 is 298,124. with the rural population accounting for 83.87 percent. Bac Kan has 59,344 rural households, of which agricultural households accounts for 87.08 percent. The numbers of rural households by source of highest income from agricultural sector accounts for 86.4 percent. Climate change poses a grave threat to food security and agricultural development in Bac Kan province such as: Narrowing agricultural land area, in 2011 rice planting area in Bac Kan province is 21,749 hectares, decreased 73 hectares compared to 2009. Under the impacts of climate change, natural disasters are increasing, causing enormous losses to human lives, property; economic, cultural and social infrastructure; bad impacts on environment; posing serious threats to food security and food development. The question set out is how to cope with these challenges?
