The study aims to assess the current situation and propose solutions to exercise the rights of land users in the Giao Thuy district. A random sampling method was used to choose 160 land users and 30 officials for the survey. Likert's 5-point scale was used to assess the exercise of rights of land users. During the period 2017 - 2020, the Land Registry Office handled 15,569 dossiers of mortgage, transfer, donation, and inheritance of land use rights. Land users assessed the publicity of administrative procedures at a very complete and understandable level; receiving feedback from the people at an average level; other criteria are high. Officers publicly assessed administrative procedures, coordination between relevant agencies, the number of officers of the land registration office, the guiding documents at a very high level; facilities, people's understanding of the law at a high level; The quality of cadastral records is average. From there, three groups of solutions were proposed for exercising the rights of land users.
