Almost big cities in Vietnam are facing with traffic congestion which has become much seriously. Traffic congestion imposes substantial on bus operation because buses now are operating in mixed-traffic flow with high motorcycle domination. The purpose of this paper is to quantify the additional time due to traffic congestion. A regression model is developed that estimates the bus travel time rate (in minutes per kilometer) as a function of influenced factors such as motorcycle traffic time rate, care traffic time rate, number of passengers boarding, etc,. Outcome of the model is used to estimate the increment of the bus travel time rate in free traffic flow compared to that in congested condition. These results are also used to help both transport authorities and operators to enforce the proposal solutions in order to increase bus reliability.
