Reforming administrative procedures is an important content of the overall public administration reform program. Because reforming administrative procedures relates to individuals, businesses and organizations in social life, it is of great concern and considered as breakthrough content in innovating state administration during past few years. As a province with many advantages in the process of integration and development, Hung Yen soon implemented public administration reforming program, especially the reform of administrative procedures. Information related to administrative procedure reform for investment was gathered through surveillance of the enterprises and stakeholders, group survey and panel discussion. Data were analyzed using descriptive and comparative methods. The paper has clarified the current status of the administrative procedure reform and proposed the key solutions to accelerate administrative procedure reform to attract investments in the near future.
