Minh bạch trong mua sắm chính phủ có ý nghĩa to lớn trong việc tạo thuận lợi, công bằng cho thương mại, đảm bảo quyền và lợi ích của các nhà thầu nội địa và nước ngoài, cũng như tăng hiệu quả sử dụng vốn cho chính phủ. Các định chế quốc tế đã hình thành các chuẩn mực về minh bạch áp dụng cho các thành viên của mình, đặc biệt là Tổ chức Thương mại Thế giới (WTO) và một số liên kết kinh tế mà Việt Nam là thành viên như Diễn đàn hợp tác kinh tế Châu á - Thái Bình Dương (APEC), Hiệp định thương mại tự do EU-Việt Nam (EVFTA),... Với mục tiêu hội nhập sâu hơn về lĩnh vực mua sắm chính phủ và tăng hiệu quả của hệ thống đấu thầu nội địa, bài viết sẽ tập trung nghiên cứu các chuẩn mực quốc tế về minh bạch trong lĩnh vực này, xem xét mức độ tương thích hiện tại của Việt Nam, từ đó, đưa ra một số khuyến nghị cho Việt Nam trong việc cải thiện tính minh bạch trong mua sắm chính phủ.

Government procurement is a large slice of a country's spending, accounting for about 14 percent to 20 percent of a country's GDP (TI and CIPE, 2010). Transparency in government procurement is of great significance in facilitating trade, creating fair trade, ensuring the rights and interests of domestic and foreign contractors, and increasing efficiency of government funding. International agreements have set the standards of transparency applicable to their members, in particular the WTO with the GPA agreement and some other economic integration to which Vietnam is a member, such as APEC, EVFTA, etc. With the goal of deeper integration in government procurement and increasing the efficiency of the national procurement system, this paper will focus on international transparency standards in this area, taking into account the current compatibility of Vietnam. The paper also provides some recommendations for Vietnam in improving transparency of its government procurement system.
