Vắc-xin COVID-19 mang thuộc tính của một loại hàng hóa công toàn cầu. Bài viết thông qua phân tích chiến lược ngoại giao vắc-xin của Trung Quốc và Hoa Kỳ, nhận diện cuộc chạy đua giữa hai quốc gia trong lĩnh vực vắc-xin, trong bối cảnh đại dịch COVID-19 đã làm gia tăng căng thẳng giữa hai nước. Hai cường quốc vắc-xin thiếu vắng sự đồng thuận và phối hợp để giải quyết vấn đề tiêm chủng toàn cầu, cũng như đối phó với đại dịch Covid-19. Kết quả là thế giới đang đứng trước nguy cơ rơi vào một cuộc khủng hoảng của nền quản trị, khi mà không nước lớn nào có đủ năng lực đảm nhiệm vai trò cung cấp hàng hóa công toàn cầu.

The COVID-19 vaccine has c-haracteristics of a global public good. By analysing vaccine diplomacy strategies of China
and the United States, the article deciphers the vaccine race between the two countries as the COVID-19 pandemic has
reactivated and increased tension in Sino-American relations. The lack of consensus and coordination between the two
vaccine powers has hindered global efforts in tackling the vaccination problem and in dealing with the pandemic. As a
result, the world is on the brink of falling into a governance crisis because no major powers have enough capability to
provide global public goods.
