Quản lí dựa vào nhà trường là cách thức quản lí giáo dục nhằm phân cấp quản lí tới cấp độ nhà trường, thu hút sự tham gia của các thành viên trong và ngoài nhà trường vào việc ra quyết định quản lí đối với các hoạt động của nhà trường để nâng cao chất lượng giáo dục. Hội đồng nhà trường với thành phần là các bên có liên quan tạo ra sự chia sẻ trong quá trình ra quyết định là đặc trưng tiêu biểu của quản lí dựa vào nhà trường. Bài viết mô tả thực trạng vận hành của hội đồng trường tiểu học trên địa bàn thành phố Hà Nội theo tiếp cận quản lí dựa vào nhà trường trên các phương diện sau sự tồn tại của Hội đồng trường; thành phần của Hội đồng trường; thời gian họp của Hội đồng trường; các vấn đề thuộc thẩm quyền ra quyết định của Hội đồng trường, quá trình vận hành của Hội đồng trường.

School-based management is the decentralization of authority from the central government to the school level. In SBM, responsibility for and decision making authority over the schools is transferred to the members inside and outside the school to improve the efficiency and quality of education. School Council including different stakeholders and sharing making decision is characterized of school - based management. This article describes the current status of primary school councils at Hanoi under school – based management approach from district officer perspective. The paper consists of the timetable, the existation, decision making and establishment as well as operation of school councils.
