As President Ho Chi Minh emphasizes, democratic practice is a master key that could handle with all difficulties in order to acquire victory. It can be said that democratic practice was and has been considered as one of effective method, manner to improve leadership capacity of the Party in the condition of the sole Party in power. In the article, the author offers several solutions for democratic practice in the condition of building a socialist rule-of law state in Vietnam today: the State, in its essence, must be of the people, for the people and by the people; the policies guidance of democratic practice must be institutionized into Constitution and laws; democracy must be practiced substantially in the society, the efficiency and transparency of rule-of-law State must be reinforced, the Party must be politically, ideologically and organizationally strong. Thus, the author affirms, if all solutions above are implemented adequately, democracy in the condition of building of rule-of-law State and sole political party in power can be realistically practiced.
