Trình bày kết quả nghiên cứu và đề xuất mô hình tổ chức Ban quản lý dự án ngành Nông nghiệp và Phát triển nông thôn Nghệ An trên cơ sở sát nhập 12 Ban quản lý dự án chuyên trách thuộc Sở Nông nghiệp và Phát triển Nông thôn Nghệ An.

Department of Agriculture and Rural Development in Nghe An has 12 affiliated PMU which are responsible on behalf of the investor to implement and manage assigned projects. There has been an increasing number of PMU led to the failure at the PMU could not cover funding for the operation. Besides, the division of the right to manage the project for the board is also a difficult issue for the Department of Agriculture. Currently, in order to improve the quality of project management, the Government has promulgated new regulations as the Construction Law No.50/2014/QH13 in 2014, Decree No. 59/2015/ND-CP dated 18 June 2015, Circular No. 16/2016/TT-BXD dated 30 June 2016. Compared with the new regulations, the functions, duties and powers of the PMU are no longer appropriate and necessary to restructure and renew. This paper presents the results of research and recommendations proposed organizational model of Nghe An PMU in Agriculture and Rural Development sector on the basis of merging 12 specialized PMU.
