Trong bối cảnh đại chúng hóa và tăng cường tự chủ giáo dục đại học, việc các cơ sở giáo dục đại học phải chủ động tìm kiếm các nguồn thu mới, bên cạnh hai nguồn thu truyền thống là đầu tư nhà nước và học phí, là xu hướng không thể tránh khỏi. Điều này có ý nghĩa quan trọng, nhằm đảm bảo sự phát triển bền vững của các cơ sở giáo dục đại học. Trong nghiên cứu này, dựa trên thực tiễn và kinh nghiệm quốc tế, chúng tôi xây dựng một chỉ số đánh giá mức độ bền vững tài chính về nguồn thu đối với cơ sở giáo dục đại học tại Việt Nam. Chỉ số đánh giá này bao gồm hai thành phần chính: (i) chỉ số HHI – chỉ số đánh giá mức độ bền vững tài chính tương đối của cơ sở giáo dục đại học, và (ii) chỉ số - RPS – chỉ số đánh giá mức độ bền vững tài chính tuyệt đối của cơ sở giáo dục đại học. Các chỉ số này có thể được sử dụng làm công cụ quản lý nhà nước để theo dõi, giám sát các cơ sở giáo dục đại học, hoặc cũng có thể được sử dụng làm công cụ quản trị nội bộ của cơ sở giáo dục đại học để theo dõi, giám sát các đơn vị trực thuộc của mình.
