Việc xây dựng, hoàn thiện Nhà nước pháp quyền XHCN Việt Nam trong giai đoạn mới đặt ra yêu cầu cấp thiết phải hoàn thiện hệ thống pháp luật theo một hệ thống tiêu chuẩn phổ quát, toàn diện và rất cao so với thực tế hiện nay ở nước ta. Điều đó, trước hết đòi hỏi phải đổi mới tư duy lập pháp, bởi thực tế cho thấy những hạn chế của hệ thống pháp luật nước ta hiện nay đều trực tiếp hoặc gián tiếp liên quan đến tư duy lập pháp.

The development and improvement of the Socialist rule-of-law State of Vietnam in the coming period require an urgent need of reviews and improvements of the legal system according to a criteria system of universal, comprehensive and very high standards compared to current one. That, first of all, it is required a innovation of legislative thoughts, because the practical performance shows that the shortcomings of the current legal system of our country are directly or indirectly related to the legislative thoughts.
