The article briefly summarizes the foundation and development of citizen's participatory right in the Constitutions 1946, 1959, 1980, 1992 (supplemented and amended in 2001). After analyzing the power, political rights and State and social management participation of citizens in Constitution 1992 (supplemented and amended in 2001), the author recommends some issues to be supplemented and amended in the current Constitution.
