In this paper, Moving Element Method (MEM) is developed to analyze the dynamic responses of the Mindlin plate on Top Base foundation. This research is a combination of Moving Element Method, a class of conceptual elements which are not attached to material move along with the moving load, and Top Base method. Top Base method is a soft-ground-surface treatment method that is more effective than traditional methods such as: deep cement mixing column, jet-grouting mixing pile... Number result are utilized to analyze the factors that affect the largest displacement and the deformation of the plate with and without the reinforcement of Top Base, and to illustrate the efficiency of the Moving Element Method (MEM) in the analysis of the dynamic response of the plate.
