Đại hội Đại biếu toàn quổc lần thứ XIII của Đảng đề ra yêu cầu: “Tiếp tục đối mới tổ chức, nâng cao chất lượng, hiệu lực, hiệu quả hoạt động và uy tín của ... cơ quan thỉ hành án và các cơ quan, tố chức tham gia vào quá trình tố tụng tư pháp... Điểu 3 Hiến pháp năm 2013 quy định: “Nhà nước... bảo vệ và bảo đảm quyền con người, quyền công dân ... ”2. Đe góp phần thực hiện hiệu quả Nghị quyết của Đảng, nguyên tắc hiên định về bảo vệ và bảo đảm quyền con người nói chung, quyền của phạm nhân nói riêng, bài viết này làm rõ một số kết quả công tác thi hành án phạt tù năm 2022; những hạn chế, khó khăn, vướng mắc và đề xuất, kiến nghị nâng cao hiệu quả công tác thi hành án phạt tù trong thời gian tới.

Article 3 of the 2013 Constitution stipulates: “The State ... protects and guarantees human rights and citizens' rights In order to contribute to the effective implementation of the Party's Resolution, constitutional principles on the protection and assurance of human rights in general, and the rights ofprisoners in particular, this article clarifies some results of the execution of sentence of imprisonment in 2022; identifying limitations, difficulties, and obstacles, and proposing suggestions, as well as recommendations to improve the efficiency of this work in the coming time.
