The implementation of regulatory impact assessment plays (RIA) a key role to produce good a public policy. The paper represented the analysis on the compliance with RIA requirement such as of having RIA report, public consultation, and quality RIA report. It found out that the compliance is low under the weak conditions and some critical causes that happened in Vietnam context. Under the shortage of top management commitment from pplitical support, the weak analytical skills of public policy analysis and insufficient funding allocation caused badly to the RIA compliance. From international experience, there are some recommendations to improve the RIA implementation to enhance the public policy making.
