In order to create the most convenient conditions for agencies and members of the embassies, consulates, representative offices of international organizations or representative offices of countries at international organizations, nations of the world agree on a number of international treaties on privileges and immunities, including criminal immunity. Vietnam signed or acceded to a number of these important treaties. Therefore, when we amend the 1999 Vietnamese Penal Code which involves regulations on immunity, there is need to examine the provisions of the international treaties in which Vietnam is a member, in order of to put those rules into the Vietnamese Penal Code, showing respect and goodwill to implement those international treaties.
