This is the speech delivered by Mr. Nguyen Cong Tan, Minister of Agriculture and Food Industry in a international seminar on "food security st households" organized in Hanoi, on November, 17, 1994. The author showed that, in ending years of the 20th century and all of the 21 st one, food security problem will still be mankind's bitter challenge, including Vietnam. In the process of promoting agricultural production, for these several year Vietnam has become a rice exporting country. However, in Vietnam there are 22 of farmer households being poor, and in its many regions 45-50 of children under 5 ages being malnutrient, So, the progam of abolishing hunger, are nationwise policies of Vietnam Government. To gain the target, the most fundanemtal soluttions are to enhance education level, provide capital, create new jobs, in order to increase poor farmer households'e income. In the situation, the household economy based on the gardening, domestic animal, pountry and fish rearing is of important role
