The objectives of National Water resources Strategy of Vietnam to 2020 show that the water resources management must be implemented by the integrated and united approach basing on the river basin, sustainable development; equality and integration of water uses. For the international rivers, water uses should be based on the principles of assurance of the sovereignty and profits of the country. In recent years, the exploitation and use of surface water resources in the Se San - Srepok river basin have got very good results. specially in hydropower and irrigation on the upstream part (Vietnam). These have created good opportunities for social and economical development of Central Highland areas. However. the impacts from hydro powers and irrigation systems have made increases in water using conflicts of the basin. In this study, the current water uses and conflicts have been analyzed and assessed with the aime of proposing the measures for mitigation.
