Bài viết là nghiên cứu đầu tiên đánh giá tác động hỗ trợ chính phủ đến hoạt động cải tiến của các doanh nghiệp nhỏ và vừa (DNNVV) của Việt Nam. Sử dụng bộ số liệu mảng trong giai đoạn 2007-2015, nghiên cứu chỉ ra rằng hỗ trợ chính phủ có ảnh hưởng tích cực đến hoạt động cải tiến, đổi mới sản phẩm và ứng dụng công nghệ mới của các doanh nghiệp. Nghiên cứu cũng chỉ ra rằng hỗ trợ chính phủ duy nhất có ảnh hưởng tích cực đến khả năng sáng tạo, đổi mới sản phẩm hiện có và đổi mới quy trình đối với các doanh nghiệp chính thức. Kết quả hàm ý rằng chính phủ đã đầu tư một cách đáng kể vào việc hỗ trợ hoạt động cải tiến. Để các chính sách này thực sự hiệu quả thì cần đi cùng với các chính sách khác nhằm thúc đẩy doanh nghiệp nhỏ và vừa chuyển đổi từ hình thức phi chính thức sang chính thức.

This is the first study to examine the impact of government support on the performance of small and medium enterprises (SMEs) in Vietnam. Using the data sets of the 2007-2015 period, the study indicates that government support has a positive impact on SMEs’ innovation, product innovation and application of new technologies. Our research also shows that government support affects the creativity, product and process innovation for formal enterprises only. The results imply that the government has significantly invested in supporting innovations. In order for these policies to be effective, it is vital to go along with other policies which in turn can promote the transition of SMEs f-rom informal into formal firms.
