Upwelling is usually a reason to break the stability of physical oceanographic fields and creates large anomalies. Cold tongue is one of the dynamic factors characterizing for the East Sea and tke results on this subject is related directly to other industries, such as the exploitation of fish. the prediction of fish, navy and national defense. Based on data provided by the Center for Marine Dynamics and Environmental research (Hanoi University of Natural Science), the authors studied characteristics of both objects over a period of 17 years (1993-2009). The meteorological elements in the East Sea influenced on the phenomenon of the upwelling and the cold tongue. The research found out that there are tongues of cooler water with temperature threshold of 25.5°C on the surface and the upwelling zone in the South-East Vietnam sea region depended on the dynamics on most of January in 17 years (1993-2009). Studying the distribution of the upwelling phenomenon on the spatial scale and the existence of blocks of cold waler along coastal areas in the period of the northeast monsoon shows that the variation of these objects related to the fluctuation of others phenomena with different cycles.
