Cướp biển ngoài khơi Somalia đã xuất hiện vào những năm 2000 và phát triển mạnh trong khoảng từ năm 2005 đến 2012, chủ yếu tập trung vào các vụ cướp tàu và giam giữ các thủy thủ cho mục đích đòi tiền chuộc. Và số tiền chuộc lên tới 238 triệu USD vào những năm đỉnh điểm của hoạt động cướp biển. Các hoạt động cướp biển được thực hiện ngoài khơi Somalia đã thể hiện một số đặc điểm riêng biệt của khu vực này, đó là tình trạng bạo lực con tin ngày càng gia tăng. Những đặc điểm này một phần được tạo ra do tình hình chính trị, pháp luật của Somalia. Và từ sau năm 2015 đến nay, cướp biển có xu hướng dịch chuyển và hoạt động mạnh sang khu vực Tây Phi. Bài viết sẽ phân tích các đặc điểm của cướp biển Somalia, các quy định pháp luật của Somalia, pháp luật quốc tế, cũng như các biện pháp của các tổ chức quốc tế để điều chỉnh vấn đề này trong giai đoạn 2005 -2015. Từ đó mở ra hướng nghiên cứu tiếp theo, các biện pháp đã thực hiện tại Somalia có thể là bài học tốt để đối phó với tình trạng cướp biển đang phát triển tại vùng Tây Phi.

Piracy of Somalia has emerged in the 2000s and flourished for about seven years from 2005 to 2012, mainly focused on hijacking vessels and its crew members for ransom purpose. And the ransom payments amounting to $238 million during the peak years of piracy. Piracy activities conducted off the coast of Somalia have evidenced some unique features, other than the usual features of the ancient piracy or piracy conducted elsewhere. These unique features have been made possible due to the political state of Somalia. And since 2015, pirates have tended to move and become active in West Africa. This article analyzes the said unique features of piracy activities conducted off the coast of Somalia, and the international legal framework measures are taken to suppress Somalia piracy in the period 2005 - 2015. Hereby opening up further research, those measures of Somalia can be lessons in dealing with growing piracy in West Africa.
