Bảo Lý là một xã thuộc huyện Phú Bình, tỉnh Thái Nguyên. Xã có diện tích tự nhiên là 13,96 km2 với 1.849 hộ, 7.163 khẩu. Bảo Lý đã đạt xã nông thôn mới năm 2015. Xã tiếp tục hoàn thành kế hoạch đạt chuẩn nông thôn mới nâng cao vào năm 2024. Nhóm tác giả sử dụng phương pháp thu thập và xử lý số liệu phục vụ nghiên cứu, phương pháp điều tra thực địa và phương pháp tổng hợp, phân tích, so sánh để chỉ ra những hạn chế, nguyên nhân trong quá trình xây dựng nông thôn mới nâng cao. Kết quả nghiên cứu đã chỉ ra một số tiêu chí cần tiếp tục đầu tư kinh phí, nâng cao đảm bảo quy định theo bộ tiêu chí giai đoạn mới như: tiêu chí về cơ sở vật chất văn hóa (số 6), tiêu chí về thu nhập (số 10), tiêu chí nghèo đa chiều (số 11), tiêu chí tổ chức sản xuất và phát triển kinh tế nông thôn (số 13), tiêu chí môi trường và an toàn thực phẩm (số 17), hệ thống chính trị và tiếp cận pháp luật (số 18). Nguồn lực đầu tư cho thực hiện chương trình nông thôn mới còn hạn chế. Các nguồn lực hỗ trợ đầu tư từ các tổ chức tín dụng và doanh nghiệp chưa tương xứng với nhu cầu cho các hộ dân trong xã phát triển kinh tế, nâng cao thu nhập.

Bao Ly is a commune in Phu Binh district, Thai Nguyen province. The commune has a natural area of 13.96 km2 with 1,849 households and 7,163 people. Bao Ly achieved new rural commune status in 2015. The commune continues to complete the plan to achieve advanced new rural standards by 2024. The authors used data collection and processing methods, field investigation, methods of synthesis, analysis and comparison to point out limitations and causes in the process of building new and improved rural areas. Research results have shown a number of criteria that need to continue to be invested funds and improved to meet the new set of criteria such as those on cultural facilities (no. 6), income (no. 10), multidimensional poverty (no. 11), production organization and rural economic development (no. 13), environmental and food safety (no. 17), political system and access to law (no. 18). Investment resources for implementing the new rural program are still limited. Investment support resources f-rom credit institutions and businesses are not commensurate with the needs for households in the commune to develop economy and increase income.
