Nghiên cứu nhằm đánh giá thực trạng và đề xuất giải pháp nâng cao hiệu quả hoạt động của Chi nhánh Văn phòng Đăng ký đất đai (CNVPĐKĐĐ) thị xã Sa Pa, tỉnh Lào Cai. Các phương pháp nghiên cứu gồm: thu thập số liệu thứ cấp và sơ cấp, thống kê, tổng hợp, xử lý số liệu theo thang đo 5 cấp độ của Likert để đánh giá hoạt động của CNVPĐKĐĐ. Kết quả hoạt động của CNVPĐKĐĐ thị xã Sa Pa cho thấy còn nhiều hồ sơ tồn đọng; hồ sơ địa chính chưa đồng bộ, chưa được cập nhật thường xuyên; chưa hoàn thành xây dựng cơ sở dữ liệu đất đai; cơ sở vật chất, số lượng và chất lượng nhân sự chưa đảm bảo yêu cầu công việc. Theo kết quả điều tra cán bộ, có 3/8 tiêu chí được đánh giá ở mức cao; 2/8 tiêu chí ở mức trung bình; 3/8 tiêu chí ở mức thấp. Kết quả điều tra người sử dụng đất, có 5/9 tiêu chí được đánh giá ở mức cao; 4/9 tiêu chí ở mức trung bình. Từ đó, nghiên cứu đề xuất 06 giải pháp để nâng cao hiệu quả hoạt động của CNVPĐKĐĐ tại thị xã Sa Pa.

Research strategies to assess the current situation and research and propose solutions to improve operational efficiency of the Land Registration Office Branch (CNVĐKDD) in Sa Pa town, Lao Cai province. Research methods include: collecting secondary and primary data, statistics, synthesizing, and processing data according to the 5-level Likert scale to evaluate the value of the activities of employees. Operational results of CNVĐKĐĐ in Sa Pa market show that there are still many backlogged documents; Main address records are not synchronized or updated regularly; Incomplete land database; Facilities, quantity and quality of personnel do not meet job requirements.. According to staff assessment, 3/8 criteria were rated at a high level; 2/8 criteria were at an average level; and 3/8 criteria were at a low level. According to land users' evaluation, 5/9 criteria are rated at a high level; 4/9 criteria are at an average level. To improve the operational efficiency of LROB in Sa Pa town, it is necessary to synchronously implement the following solutions: Improve the organizational structure and human resources; promote the application of information technology; complete headquarters, technical equipment, and information technology; complete cadastral records; strengthen propaganda and dissemination of the law.
