Since 1909 Hà Nội City has been exploiting underground water laying in the strata of pebble, gravel for living use of the population. Exploiting quantity more and more increases, leading to the decrese of exploiting well output, even to the knock off of some wells. This fact takes origin from some causes, but the explanation of them so far is not simple. In this paper the author provisionally suggests two main causes: the source element and structure one
