This article focuses on analysis and evaluation of weaknesses of the provisions in the Regulations on Lending by Credit Institutions to Clients attached to Decision 1627/2002/QD-NHNN. In its contents, these provisions are compared with corresponding provisions in the Draft of Circular on the Lending Activities of Credit Institutions, Branches of Foreign Banks to Clients in order to reveal some inconsistent points. Based on that, we propose some recommendations for improving law on lending activities of credit institutions, branches of foreign banks.
