From the approach of human rights, citizen's rights and the responsibility of the State to ensure their Implementation, the author analyzed the expression of State's responsibility for ensuring citizens' implementation of the law. State s responsibility to ensure citizens' law implementation is expressed in all areas of State activities: policy making, law making, law implementation. State has the primary responsibility to implement the law, establish and ensure the mechanisms for monitoring and controlling citizens' implementation of the law.
