A cross-sectional descriptive study, a combination of qualitative and quantitative research, was conducted in 2013 to assess the current operation of the network of village health workers (VHW) for needle and syringe program (NSP) in Dien Bien Phu city, Dien Bien province. The study results showed that, in recent years, along with the network of community outreach workers (CHW), the VHW network is the main team in distributing and collecting needles in Dien Bien. However, the main mission of VHW network in order to develop the program NSP has not been concretized in the direction documents issued by local govemment. There is no connection between VHW network with other networks in implementing the NSP program for HIV prevention. They are not provided any allowance, not equipped with minimum protective equipment and not provided appropriate trainings when participating in the NSP program. Most of VHW only access and distribute needles and syringes to injecting drug users (IDUs) in their home, not in their gathering place. Therefore, it's very difficult for VHW to reach out to who are new and undetected IDUs as well as to effectively introduce and send IDUs to HIV/AIDS prevention and control services. IDUs themselves also believe in and are willing to communicate more with CHWand VHW.
