In this paper, the author examines the concept of diversification of local administration model, the significance of the diversification of local administration model with respect In local administrations, the role of the 2013 Constitution as a primary premise for this and the diversity of local administration model in the world in comparison with that of Vietnam. The author also gives comments on the Draft of Law on Local Administration regarding this issue. Finally, the author proposes that the Law should provide both models and allow local administrations at provincial level In select one of the two models and In organize administrative organs based on the form of leadership regime.
