The article uses data of the research "Farmers' response to natural disasters (Case study in Phuoc Nam commune, Thuan Nam district, Ninh Thuan province)", with 368 questionnaires for male and female household representatives and 28 in-depth interviews, conducted in the years 2017-2019, chaired by the Institute of Family and Gender Studies. By using method of frequency analysis, correlation of two variables and logistic regression, the research results show that there is a gender difference in the decision power over certain issues related to disaster responses. Compared with men, women are limited in improving knowledge on disaster prevention, such as, training courses because they are forced to perform a reproductive role in the family. Women's access to resources is also limited. Although women are the holders of rich knowledge about agricultural production, weather, environment... but due to a range of gender discrimination barriers, they are unable to promote their capacity, and are considered as secondary and passive players in disaster response activities.
