According to statistics, the WB8 project has 447 dams (most of which are earth dams), of which 118 dams have been and are under emergency preparedness planning (EPP). There have been a number of documents used for reference in EPP preparation, however, there are still many unconfirmed contents causing difficulties for consulting units when formulating EPP. Within the scope of this article, the author only focuses on issues about the organization of the EPP steering committee; emergency situations and emergency classification (This is also the content that many consulting units when formulating EPP are still confused and inconsistent). The EPP consulting unit needs to base itself on the specific conditions of each lake (size, scope of impact), based on the organizational structure of the local disaster prevention and search and rescue command, consult with local government and reservoir management units to determine the organization of the EPP Steering Committee, emergency situations, and appropriate emergency classification. In addition, it is also recommended that state management units have regulations on how much downstream impact is needed to prepare an EPP to avoid waste and expense.
