Quảng Ninh là địa phương đi đầu chuyển đổi mô hình tăng trưởng từ “nâu” sang “xanh”, tạo nền tảng vững chắc để phát triển toàn diện. Tuy nhiên, Quảng Ninh đang phải đối mặt với nhiều thách thức về phát triển bền vững do sự mâu thuẫn trong phát triển kinh tế và bảo vệ môi trường. Giải pháp từng bước nâng cao hiệu quả quản lý kinh phí sự nghiệp môi trường được tỉnh rất quan tâm. Tuy nhiên trên địa bàn tỉnh chưa có nghiên cứu về công tác quản lý kinh phí sự nghiệp môi trường; chưa có bộ cơ sở dữ liệu thống kê tổng hợp, đầy đủ về tình hình dự toán, phân bổ, đánh giá hiệu quả nguồn vốn đầu tư cho bảo vệ môi trường tỉnh. Vì vậy, nghiên cứu này nhằm tạo cơ sở khoa học để các nhà quản lý hoạch định chính sách, giải pháp quản lý nguồn lực tốt hơn. Tác giả dựa trên việc thu thập, phân tích tài liệu, số liệu đánh giá thực tế về thực trạng công tác bảo vệ môi trường và công tác quản lý, sử dụng kinh phí sự nghiệp môi trường tại tỉnh Quảng Ninh giai đoạn 2017-2019. Bài viết đề xuất một số giải pháp phù hợp để nâng cao hiệu quả quản lý và sử dụng kinh phí sự nghiệp môi trường của tỉnh Quảng Ninh trong thời gian tới mang lại hiệu quả hơn.

Quang Ninh is the locality that takes the lead in converting the growth model from "brown" to "green", creating a solid foundation for comprehensive development. However, Quang Ninh is facing many challenges in sustainable development due to the inconsistency in economic development and environmental protection. The step by step solutions to improve the effectiveness of the province's environmental non-business budget management is of great concern. However, in the province there is no research on the management of non-business environmental funding; There is no comprehensive and comprehensive statistical database on the situation of estimating, distributing and evaluating the efficiency of investment capital sources for environmental protection in the province. Therefore, this study aims to create a scientific basis for managers to make better policies and resource management solutions. Based on the collection and analysis of documents, actual assessment data on the status of environmental protection and the management and use of environmental non-business funding in Quang Ninh province for the period 2017-2019. The article proposes a number of suitable solutions to improve the efficiency of management and use of environmental non-business funding in Quang Ninh province in the coming time to bring more efficiency.
