In the context of educational reform and the shift f-rom knowledge-based to competency-based assessment, critical thinking (CT) is increasingly recognized as a core competency to be developed and assessed in schools. This study synthesizes well-known theoretical models of CT to propose an assessment framework tailored to Vietnamese high school and undergraduate students. The framework comprises three functional domains (information processing, argument analysis, and decision-making with reflection), six core skills (interpretation, analysis, evaluation, inference, explanation, and self-regulation), and four developmental levels. It aims to support the development of standardized assessment tools and serve as a foundation for designing instructional activities that integrate critical thinking competencies.
