Bài báo đánh giá kết quả hoạt động của Quỹ bảo vệ và phát triển rừng (BV&PTR) trong 10 năm qua (2008-2018) trên các khía cạnh Nguồn thu của Quỹ, cơ cấu nguồn thu, tình hình sử dụng nguồn thu của Quỹ, kết quả đạt được so với mục tiêu, nhiệm vụ đề ra của Quỹ theo Nghị định số 05/2008/NĐ-CP. Bài báo đã phân tích được những thành công và những hạn chế của Qũy. Sau 10 năm triển khai, số lượng Quỹ đã được thành lập tăng nhanh với 45 Quỹ, tổng nguồn thu dịch vụ môi trường rừng (DVMTR) là thu về là 10.026,176 tỷ đồng, gồm tiền DVMTR và tiền trồng rừng thay thế. Nguồn thu chi trả DVMTR đã đóng góp 18% tổng mức đầu tư cho ngành lâm nghiệp, góp phần quản lý và bảo vệ hiệu quả 6,398 triệu ha rừng, góp phần xóa đói giảm nghèo và thúc đẩy xã hội hóa nghề rừng. Trong sự thành công của chính sách có vai trò to lớn của hệ thống Quỹ BV&PTR các cấp trong việc triển khai chính sách. Tuy nhiên, vẫn còn một số tồn tại như việc quản lý, tổ chức và hoạt động chủ yếu xoay quanh nhiệm vụ thực hiện ủy thác chi trả DVMTR, một số mục tiêu, nhiệm vụ đặt ra chưa được thực hiện hoặc không thực hiện.

The article evaluates the performance of the Forest Protection and Development Fund (VNFF) in the past 10 years (2008-2018) on the aspects of Fund's revenue sources; Revenue structure; Use of Fund’s revenue; Achieved operating results in comparison to Fund’s objectives and tasks set out according to Decree No. 05/2008/ND-CP. The article has analyzed the achievements and shortcomings of the Fund. After 10 years of implementation, the number of established Funds has increased rapidly to 45 Funds. Total revenue from forest environmental services (FES) is 10,026,176 billion VND, including revenue from PFES and replacement forest planting. The revenue from PFES has contributed 18 percent to the total investment in the forestry sector. This investment helps to effectively manage and protect 6,398 million hectares of forest; reduce poverty; and promote the socialization of the forest profession. In the success of the policy, there is a great role in the VNFF system at all levels in policy implementation. However, there are still some shortcomings, such as the fact that the fund management, organization and operation is mainly around FES payment mandate; Some objectives and tasks have not been implemented or have not been fully implemented. The article has made recommendations to improve the operating efficiency of the Fund in the coming time. They are continuing to study to improve revenue sources in both quantity and structure; Strengthening the proactive role of the fund system; Establishing VNFF at village or community levels; Strengthening communication and promotion about the Fund system and PFES policy...
