Based on the survey and interview data with subjects who have been involving to the hybrid rice production in order to propose a number of measures to promote the expansion of hybrid rice. Using methods such as Rapid Rural Appraisal - RRA; Participatory Rural Appraisal - PRA; Strengths Weaknesses Opportunities Threats - SWOT and Key Informant Panel- KIP. The survey results showed that the rate of hybrid rice area in the Northern Central part in comparison with the total rice area is the highest (accounted for 41 percent). However the structure of hybrid rice area among the provinces in the region is not balanced, namely while Thanh Hoa and Nghe An have hybrid rice area accounted for the majority in the area, the structure of the remaining provinces of Ha Tinh, Quang Binh, Quang Tri and Thua Thien - Hue have area of hybrid rice rate is still very low. Hybrid rice area in spring, summer-autumn and summer crops of the Northern Central region in comparison with the total rice area is very low (spring crop: 37 percent; summer-autumn and summer season: 19 percent), because one of the main reasons was determined by the lack hybrid rice varieties which are suitable for each crop season, each su1recoregion. Besides there are other causes of driving the limited development of hybrid rice such as socio-economic, policies, practices, farming techniques, etc. This situation shows the potential for hybrid rice expansion in Northern Central region is also great if the specific requirements of the certain ecological crop are met above mentioned, currently the Northern Central area of hybrid rice in spring crop is 138,000 hectares accounted for 37 percent of the total area of hybrid rice nationwide, this area can be expanded to 250,000 ha.
