The study aims to evaluate the implementation of a number of rights of land users (land users) in Le Chan district, Hai Phong city and propose solutions to improve the efficiency of the implementation of rights of land users. In the period 2015 - 2021, transactions related to land use rights in Le Chan district took place regularly, including 25,277 transfer documents, 4,432 inheritance records, 5,450 donation records and 27,451 replacement documents, challenge. The transfer of land use rights in Le Chan district has created trust among land users in order to gradually encourage them to voluntarily register transactions on land use rights. Regarding the procedure for exercising rights, over 75% of households answered that it was normal and simple. Over 75% of households rated the time to complete the procedures to exercise the right as on time and quickly, especially the time to complete the procedure for mortgage of LURCs was on time and faster than 100%. The quality of LURC transactions has been significantly improved. In order to improve the effectiveness of the implementation of the rights of land users, it is necessary to focus on policy solutions; propagate; improve the contingent of cadres, civil servants, public employees and facilities; administrative solutions.
