Sử dụng chỉ số Färe-Primont với 102 cơ sở giáo dục đại học ở Việt Nam giai đoạn 2013 và 2016, Nghiên cứu này là một trong những nghiên cứu đầu tiên nghiên cứu để cung cấp bằng chứng định lượng về hiệu quả tổng hợp và các thành phần của nó đối với các cơ sở giáo dục đại học. Kết quả nghiên cứu chỉ ra rằng hiệu quả của cơ sở giáo dục đại học không thay đổi nhiều, mặc dù đã có nhiều chiến lược để kích thích sự phát triển của chính phủ trong suốt 3 thập kỷ qua. Lý do chính có thể là sự thiếu hụt tự chủ cho các tổ chức giáo dục đại học. Do đó, nếu hệ thống giáo dục đại học không thay đổi từ cách vận hành, như tăng cường tự chủ hơn cho các trường đại học, cơ sở giáo dục đại học ở Việt Nam sẽ tiếp tục thiếu hiệu quả.
