Distance education is meant to satisfy all learners' demands and allow everyone an opportunity to obtain an education. Potential teachers at the Hanoi University of Education have been taking distance education courses for many years. An assessment of what these distance learners have gained shows that it is of value and increased teacher education quality. Course assessment activities executed by the Center for On-going Training and Education at the Hanoi University of Education included steps of establishing exam test collection, supervision during examinations and devising tests. Assessments were always implemented in a fair and impartial manner.
