To create favorable conditions for economic development, the issue of building and gradually completing infrastructure (infrastructure) is identified as a long-term key task not only in urban areas but also in rural areas in the region. Many factors will influence the implementation of investment projects. The study aims to identify the factors that cause difficulties when implementing infrastructure construction projects in the Cu Chi district in 2010-2020 to overcome, limit and improve the adverse factors for the future projects. The research is carried out through data collection by questionnaire; survey experts with different experiences, roles, sizes, types of projects, and functions of the surveyed target agencies. The average study method was applied. The results have synthesized 34 factors that affect the projects. Of these, 17 are considered detrimental to the infrastructure development investment projects in the Cu Chi district in the past period. The difficulty factors are ranked by rating from highest to lowest; from there, the parties involved in the implementation need to pay attention, limit, and have a reasonable plan to improve the effectiveness of the goals set out for these projects in the next period.
