Thúc đẩy sự tham gia của trẻ em trong các chương trình phát triển kinh tế - xã hội nói chung và các hoạt động đầu tư công trình, dịch vụ công cộng nói riêng nhằm tăng cường hiệu quả hoạt động của các chương trình đó, đồng thời thực hành tốt hơn quyền của trẻ em. Mục tiêu của nghiên cứu này là nhằm đánh giá thực trạng trẻ em tham gia vào các hoạt động đầu tư công trình và dịch vụ công cộng tại địa phương, từ đó xác định các giải pháp nhằm tăng cường sự tham gia đó. Thông qua việc sử dụng các công cụ để thu thập thông tin như phỏng vấn người am hiểu, thảo luận nhóm, phỏng vấn trẻ em, nghiên cứu đã chỉ ra rằng, cán bộ địa phương nhận thức tốt về sự tham gia của trẻ em đồng thời đã có những hoạt động nhằm thúc đẩy sự tham gia của trẻ em trong việc đầu tư công trình và dịch vụ công cộng. Tuy nhiên, sự tham gia của trẻ em trong các hoạt động trên còn hạn chế do nhiều nguyên nhân, trong đó cán bộ địa phương và bản thân trẻ em thiếu thông tin, thiếu kiến thức và thiếu kỹ năng về vấn đề này. Nghiên cứu cũng đưa ra các giải pháp cho chính quyền địa phương và trẻ em nhằm tăng cường thực hành quyền tham gia của trẻ em trong hoạt động đầu tư công trình và dịch vụ công cộng.

Children’s participation in socio-economic development programmes in general planning generally and public investment construction and service investment have been considered a measure to improve the effectiveness of those programmes and promote the practice of children rights improvement. This study examines the status quo of children’s participation in public construction and service investment, which can then provide measures to improve the practice of this child. The study applied a mixed-method approach using various tools for data collection such as key informant interviews, group discussions, and surveys. The result indicated that although the local officials have acquired specific knowledge and recognition on children’s participation, engagement in public construction and service investment. The practice of these children's rights in such activities is limited due to the lack of information, knowledge, and relevant skills in child participation. The study also provides recommendations and measures to improve children’s participation in public construction and service investment.
