Từ những năm đầu thế kỷ XXI, nhiều công trình đã đưa ra nhận định rằng các quốc gia Đông Nam Á đang lựa chọn chiến lược phòng bị nước đôi (hedging) trong bối cảnh cạnh tranh quyền lực giữa hai trung tâm quyền lực - Mỹ và Trung Quốc. Philippines cũng được xem là một trường hợp điển hình đang theo đuổi chiến lược này đặc biệt là từ khi Tổng thống Rodrigo Duterte lên nắm quyền vào tháng 6/2016. Liệu Philippines có thực sự theo đuổi một chiến lược phòng bị nước đôi hay không? Để trả lời cho câu hỏi trên và làm rõ những điều chỉnh chiến lược giữa hai chính quyền Rodrigo Duterte và Bongbong Marcos, bài viết sẽ tập trung (i) làm rõ các cách tiếp cận khác nhau về phòng bị nước đôi trong quan hệ quốc tế, (ii) đưa ra khái niệm chiến lược phòng bị nước đôi, và từ đó (iii) nghiên cứu trường hợp chiến lược của Philippines trong quan hệ với Mỹ và Trung Quốc qua hai giai đoạn nhiệm kỳ Tổng thống Rodrigo Duterte (6/2016-6/2022) và Tổng thống Bongbong Marcos (6/2022-8/2024).
Since the beginning of the 21st century, it has been concluded in many studies that Southeast Asian states are adopting the hedging strategy amid the power competition between the two great powers - the United States and China. The Philippines has been examined as a typical case study of a state pursuing this strategy, especially since President Rodrigo Duterte officially came to power in June 2016. Has the Philippines actually been pursuing hedging? In order to find the answer to this question and shed light on the Philippines’ policy adjustments across the two administrations of Rodrigo Duterte and Bongbong Marcos, the article focuses on (i) clarifying contending approaches to hedging in international relations, (ii) conceptualizing hedging strategy and, accordingly, (iii) studying the case of the Philippines’ strategy in its relations with the United States and China across the two terms of President Rodrigo Duterte (6/2016-6/2022) and President Bongbong Marcos (6/2022-8/2024).
