The paper s purpose is to understand the reality of and suggest solutions to improve the system of import-export risk management at Ha Tinh Customs Bureau. The paper focuses on two main problems: (1) Determining strengths, weaknesses and the causes; and (2) Suggesting solutions to improve the system of import-export risk management at Ha Tinh Customs Bureau. The paper shows the most basic and important shortcomings in the system of import-export risk management at the Bureau and suggests a comprehensive set of solutions from (1) Improving law frame; (2) Simplifying procedures; (3) Building information processing center; (4) Reforming management mechanism; (5) Enhancing human resource capacity; (6) Infrastructural investment; Finally, (7) Enhancing international coordination and co-operation in import-export risk management. For import-export risk management is a hot issue in recent time, the paper has a high reference value for the Bureau as well as the whole of Vietnamese Customs.
