The management and exploitation of the road surface are necessary for maintaining the road’s quality during the exploitation process. This work done effectively will contribute to minimizing the damage to the road surface, leading to a reduction in traffic accidents. In addition, for this work to be effective, it is required to completely determine the condition of the road surface, especially the vehicle load factor, which is the main factor that directly affects the road surface. The results of the load investigation, combined with a quantitative evaluation of the pavement quality, will assist managers in predicting future road conditions such as the road surface; the degree and cause of damage; and assessing the level of traffic safety on the roads. However, there are several practical disadvantages to this management work at the moment. The paper mentions the content of road surface exploitation management according to actual load in order to improve traffic safety.
