This study was carried out in 2009-2010 to aim at assessment of the capacities of preventive medidne facilities at different levels over the country and the needs for enhancing in provision of basic occupational health services (BOHS) in Vietnam. 1190 fadlities were investigated by questionnaires and a walkthrough was conducted in some representative facilities at different levels. The workshops and group discussions were organized with participation of managers and staffs involving in BOHS provision at different preventive medicine facilities. The results showed that Vietnam has a complete occupational health network from national level to grass root level in providing BOHS to workers in which the provincial preventive medicine facilities and different industry ministerial occupational health centers were the key organizations providing BOHS to enterprises and employees. Their capacities of providing BOHS were limited in all aspects. There was lack of competent human resources related to BOHS. 61 percent of staffs did not receive enough training on occupational health. The Infastructure did not ensure to provide the complete BOHS as regulated: 60-100 percent of facilities lacked occupational health equipment. The BOHS coverage was low at different levels. At provincial level, the BOHS coverage was from 2.1-13 percent of enterprises and 3.7-32.8 percent of workers whereas at the industrial branches/sectors there was higher by 2-5 times. At district level, the BOHS coverage was from 3.7-28.2 percent of enterprises and 1-19.4 percent of workers and OSH information and communication accounted for the highest percentage of coverage (19.4-28.2 percent). These findings indicated the needs for strengthening BOHS capacities for all organizations providing BOHS at different levels and in all aspects.
